Under the direction of the Operations Manager, develops and directs the risk management programs for the Cooperative which would prevent or minimize injuries, illnesses, and health risks for employees. Plans safety, security and loss control measures that will protect the Cooperative’s physical plant, property, and personnel. Plans programs and training to educate employees on accident prevention, safety procedures, and loss control. Coordinates and participates in site inspection of line crews, field personnel, and office personnel to assure compliance with safe working procedures. Provides information to consumers and the general public concerning electrical safety and other safety matters, and environmental issues. Manages regulatory compliance with OSHA, DOT, EPA, and other agencies as necessary. Participates in developing budgets, work plans, policies, and operating procedures. Serves as facilitator of the safety committee and participates in an on-call supervisory rotation for after-hour calls.
OBJECTIVE(S)
To plan programs and training to educate employees on accident prevention, safety procedures, and loss control. To provide information to consumers and the general public concerning electrical safety and other safety matters, and environmental issues.
To manage regulatory compliance with OSHA, DOT, EPA, and other agencies as necessary.
Support and incorporate the Cooperative’s Mission, Vision and Values in professional behavior and decisions.
Comply with all Cooperative policies, procedures, goals and objectives and meet attendance and punctuality guidelines.

POSITION RESPONSIBILITIES AND AUTHORITIES
Employee Training
Plans safety training meetings at regular/frequent intervals making best use of OREC Job Training and Safety instructors and other available resource people and training material.
Conducts orientation training for all new employees in safety policies, procedures, and regulations. Sees that required safety training is completed.
Organizes and schedules training programs for CPR, first aid, hazard communication and all other required trainings to meet or exceed requirements by regulatory agencies.
Accident and Loss Prevention
Coordinates site inspection of line crews, field personnel, and office personnel to assure compliance with safe working procedures,
Inspects warehouses, offices, storage yards and substations to determine that they are maintained in a safe and orderly manner.
When unsafe acts or conditions are observed, makes recommendations for prevention of future occurrences and provides follow-up and feedback.
Monitors existing safety policies, programs, and procedures for adherence to safety requirements and makes recommendations for changes or additional training and equipment.
Responsible for the Emergency Action Plan and Crisis/Disaster Recovery Plan.
Maintains and updates the employee Safety Manual and safety and compliance operating procedures.
Responsible for hazardous waste management. Stays informed of EPA and other agency rules and laws and sees that Cooperative procedures and records are up to date.
Prepares monthly safety activity and status report to be included in the monthly Operations Manager departmental report to the General Manager/CEO and the Board of Directors.
Active participant in Ohio’s Electric Cooperative (OEC) Safety Association. Work with OEC Safety and Loss Control staff to schedule safety meetings, COLT Onsite Lineworker Development (COLD) visits and training courses. Serves as a point person for Rural Electric Safety Achievement Program (RESAP) and responsible for the development of Safety Improvement Plans.
Work to enhance overall safety culture in such a manner that all employees are involved and motivated to adopt the behaviors that enable personnel to want to work safely and efficiently. Plan and facilitate safety committee meetings.
Implement programs and procedures to improve the cooperative’s incident rate, DART and vehicle rates.
Ensure paperwork and reporting requirements are completed in a timely and accurate manner.
Maintain positive business relationships with organizations such as Ohio’s Electric Cooperatives, Ohio Environmental Protection Agency, Public Utilities Commission of Ohio, Local and National Safety Council, as well as other utility safety personnel and vendors and suppliers relating to the safety, compliance and training field.
Inspections
Develops and administers inspection program for personal protective equipment, tools, rubber goods, grounds, hot sticks, and truck booms and assures that they are tested at intervals to meet or exceed those required by regulatory agencies, and that any required repairs or replacements are completed.
Assures that truck inspections are in compliance with DOT regulations and maintains inspection records.
Develops and administers other inspection programs as required by other regulatory agencies.
Public and Employee Safety
Develops and presents, in coordination with the member services department, member and public safety programs.
In coordination with the member services department, prepares and presents safety programs.
Sees that the Cooperative is represented on area emergency management task forces, safety councils, and other community safety activities.
Maintains Safety Data Sheets (SDS) and related documents and maintains current list of chemical inventory for compliance with State and Federal regulations.
Accident and Occurrence Investigations and Reports
Plans for and participates in investigations of employee accidents and near miss incidents. Assists supervisors in assuring appropriate accident forms are completed and filed with appropriate agencies. Keeps the management staff informed when more serious occurrences happen.
In coordination with the operations manager, plans for and participates in investigation of all accidents related to the utility system and prepares appropriate accident reports.
Organizes the investigations of suspected theft and vandalism of Cooperative property. Assures that necessary action is taken based on the investigations.
In coordination with the controller, sees that Workers’ Compensation claims are filed as needed and coordinates with employee supervisors on follow up, including temporary duty procedures.
Office Services
Coordinates safety achievement application and observation. Develops programs and procedures to meet safety achievement requirements when determined advantageous to the enhancement of the Cooperative’s safety program.
In coordination with the safety committee, plans for the Annual Safety and Service Awards Banquet sponsored by the Board of Directors.
Develops system for calculating points accumulated by each employee under the Cooperative’s Incentive Safety Policy and determines eligibility for awards.
Keeps informed about safety, compliance and security trends and ideas by attending conferences and participating in local and state safety organizations.
Participates in an on-call supervisory rotation for after-hour calls.
Performs other related work in addition to other duties as may be assigned.
Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Experience and Education: Associate degree in a related field, a minimum of five years of progressive on-the-job field experience relevant to the electric industry required, or an equivalent combination of relevant education, experience and training. Diversified experience as a journeyman lineman in the electrical utility industry preferred. Working knowledge of DOT, FMCSA Regulations, RUS construction standards, National Electrical Safety Code, and OSHA regulations relating to the utility industry. Computer skills and a working knowledge of Microsoft office applications desired. Public speaking experience required.
Certificates, Licenses and Training: Must possess a valid Ohio Driver’s License and be insurable under the Cooperative’s liability policy to operate company-owned vehicles. Must be able to attend seminars, short courses, or any other required training and participate in industry trade association meetings and functions. Has the functional and technical knowledge and skills to do the job at a high level of accomplishment. Must have completed, or be willing to complete within three years, NRECA’s Safety and Loss Control Internship Program. Must have completed or be willing to complete within one year the OSHA 30-hour training.

Physical Demands and Work Environment: The physical demands described below are representative of those that must be met by an employee to successfully perform the essential functions of this job. Ability to work in a climate-controlled environment with minimal physical exertion. Travels to and from work sites and therefore must have the ability to work outside in adverse weather conditions and difficult terrain.
The physical demands of this position include frequent sitting, standing, walking, lifting and/or carrying, talking, hearing, visual ability and mental and emotional demands. The position requires travel to and from various job sites and office locations.
