The Public Utilities Commission regulates all chartered, franchised, certificated, and registered public service companies operating in the State of Hawaii State that provide electricity, telecommunication, gas, private water and sewage, motor and water carrier transportation services and other entities as required by law ('regulated entities"). The Commission has statutory authority to enforce applicable State statutes, to establish and enforce administrative rules and regulations, and to set policies and standards.
The Commission also oversees the administration of a One Call Center that provides advance warning to excavators of the location of subsurface installations in the area of an excavation in order to protect those installations from damage; the Telecommunications Relay Services (TRS) fund which provides intrastate TRS for the deaf, persons with hearing disabilities, and persons with speech disabilities; and the Public Benefits Fee surcharge, which is used to fund and support energy efficiency programs and services implemented by an independent third party administrator on the islands of Oahu, Maui, Molokai, Lanai and Hawaii Island.
The Commission's Consumer Affairs and Compliance Section ("CACS") establishes and maintains contact with regulated entities, government agencies, and the public; disseminates public information; provides investigation, complaint resolution, and enforcement services; prepares for follows-up and represents the CACS at settlement conferences and hearings; and conducts community outreach and educational services on behalf of the Commission.
Under the direction of the CACS Officer, this position is responsible for the oversight and administration of the Commission’s activities and functions relating to the supervision of the Compliance Specialists and Investigators, to include, but are not limited to, investigations into and compliance of chartered, franchised, certificated, and registered public service companies, education and community engagement, and miscellaneous duties as assigned.
2 years of progressively responsible professional experience in areas of program development and implementation, and compliance, enforcement and/or investigations activities and 1 year of supervisory experience in planning and directing work of others; advising and guidance them; and training and developing new employees.
A bachelor's degree from an accredited college or university;
Knowledge of the principles and practices of supervision and program development, implementation, and evaluation; principles and techniques in developing informational and educational campaigns; principles and practices of investigations, including familiarity and interpretation of laws and rules, and rules of evidence; instructional methods and techniques; and report writing.
Skills/Abilities to plan, organize, direct, coordinate, develop and supervise employees in the section; efficiently manage multiple projects within specified timetables; work independently to develop, provide, and deliver accurate and sound communications effectively in writing, orally, and electronically with exceptional command of the English language; establish and maintain effective and cooperative working relationships; maintain confidentiality in the use of confidential information; learn, apply and explain in an easy-to- understand manner the Commission's general orders, rules, tariffs, decision and orders, operations, policies, and activities; plan, implement and evaluate programs; operate a motor vehicle; define, analyze and provide alternative course of action to problems; and to maintain regular attendance.
The State of Hawaii Public Utilities Commission (PUC) regulates all chartered, franchised, certificated, and registered public utility companies operating in the State; reviews and approves rates, tariffs, charges and fees; determines the allowable rate of earnings in establishing rates; issues guidelines concerning the general management of franchised or certificated utility businesses; and acts on requests for the acquisition, sale, disposition or other exchange of utility properties, including mergers and consolidations.
